Isaac, I agree with your view on the capacity for human good and for human evil. I believe this is a very good guiding principle in foreign policy. In addition to capacity, I think that a recognition of the impact of a person’s environment on their ability to choose between good and evil is also important for our understanding of foreign regimes. Not all countries and not all cultures are made equal.
